Carlsbad restores parking along Coast Highway - The San Diego Union-Tribune

Beachfront parking along more than five miles of Carlsbad Boulevard from Pine Avenue to La Costa Avenue will be restored Friday, after dozens of residents complained the prohibition was causing problems on nearby residential streets.

The Carlsbad City Council unanimously rescinded the restriction at a special meeting Thursday, in response to numerous requests from the public. Residents said visitors were driving recklessly, changing clothes and urinating in public, leaving trash, and blocking driveways, especially in the Terramar neighborhood, an area popular with surfers.

That decision came quickly and without any discussion. However, the only other thing on the council’s agenda, approval of a statement denouncing racism, violence and hate “in solidarity with black lives” generated a lengthy and sometimes heated discussion.

Councilwoman Priya Bhat-Patel asked for the council to direct the city manager to issue the public statement because of the events underway in San Diego County and across the United States. Demonstrations are expected to continue this weekend after the killing of George Floyd by a police officer May 25 in Minneapolis.

“We really need to make sure that we are listening to black voices,” Bhat-Patel said, adding that she’s talked to students in Carlsbad schools who feel discriminated against and need to know that they have their city’s support.

Councilman Keith Blackburn said the statement was not inclusive enough, and that it should include others who are targeted for their sexuality, physical disabilities or skin color.

“It can’t just call out one certain group that is discriminated against,” Blackburn said.

The statement was worded to say “black lives” and not “black lives matter” to mean support for individuals and not a specific group, Bhat-Patel said.

“The Hispanic community has had far more discrimination in this community,” said Mayor Matt Hall, adding that they had helped build the city and it would be wrong to leave them out.

Two motions to approve statements with slightly different phrases failed on 2-2 votes, with Blackburn and Mayor Matt Hall opposing Bhat-Patel and Councilwoman Cori Schumacher.

The effort appeared to have died until City Manager Scott Chadwick stepped in and emphasized the need to agree on something.

“In the interest of current events ... this is a very stressful and trying time,” Chadwick said. “This is something I feel is incredibly important to the region.”

He suggested the statement include the phrase, “based on recent events we stand with our black community in denouncing all forms of discrimination,” and the council unanimously approved.
