The prevalence of new coronavirus cases in each county should be the starting point for school leaders as they consider which models of instruction they’ll employ this fall, Gov. Tim Walz and state education leaders said Thursday.
Counties with fewer than 10 new cases per 10,000 residents over the most recent 14-day period can consider fully reopening for in-person instruction, according to the state’s guidance. Schools should move to more distance learning if new case rates are higher.
Walz cautioned that local officials should consider numerous other factors when choosing an instruction model, such as school building capacity and safety measures, trends in nearby counties and whether a coronavirus outbreak is contained to a particular employer.
The new case rate is only the first step. Additionally, schools can always play it safer than state officials advise, and instruction models can change during the school year.
Because transmission of the virus is lower in younger children, elementary schools are treated differently from secondary.
Here are the state’s suggested thresholds for each instruction model:
- fewer than 10 new cases per 10,000 county residents: full in-person instruction
- 10-20 new cases: in-person for elementary, hybrid (both in-school and distance learning) for secondary
- 20-30: hybrid for both elementary and secondary
- 30-50: hybrid for elementary, full distance learning for secondary
- more than 50: full distance learning for all students
According to the state, if classes were to resume today:
- 181 school districts and charter schools should consider full in-person instruction to all students
- 230 should consider in-person elementary school and hybrid secondary
- 107 should consider full hybrid instruction
- 7 should consider hybrid elementary school and distance learning for secondary
- 9 should consider distance learning for all students
