West St. Paul is considering lowering parking minimums and other parking lot related ordinances to allow for more businesses along Robert Street.

The current aim would be to update three ordinances all relating to business parking. The first would be to lower the amount of “front yard” space buildings have, the second restricts the amount of parking lots adjacent to Robert Street and the third lowers parking minimums.

The city plan would reduce the front yard space that buildings have from between 20-90 feet to 10-40 feet. Each building front gets a certain amount of frontal space, often taken up by parking spots.

“It was simple to put your parking lot up front, however that doesn’t make for a very attractive Robert Street,” said Dan Wowicki, the West St. Paul marketing and communications manager. “The goal is for new buildings to be a little bit closer.”

Another part of the plan is to limit the amount of parking area directly adjacent to Robert Street to 50 percent or less. What this means is that if a business bought 100 feet of land along Robert Street, the building would have to cover at least 50 feet of the frontage in order to keep 50 feet or less of parking space.

The city plan would also lower parking minimums for businesses along Robert Street by 50 percent. When businesses build storefronts, they typically need a certain number of parking stalls calculated by the square footage of the building. With lowered parking minimums, businesses will have less required parking spots, but they may still put in as many spots as they want as there is no parking maximum.

The hope is that the changes would attract more businesses. An example would be a Chick-Fil-A restaurant recently built on what had been the edges of a parking lot at the Robert Street Target store, said Nowicki.

“Together, these three ordinance changes will help Robert Street become an even more inviting and desirable thoroughfare for our business community, residents, and visitors,” said
Ben Boike, the West St. Paul community development director.

The city council will vote on the ordinances at the next council meeting on Nov. 8.
