KNOX -- A state Comptroller’s Office audit found the town clerk failed to record, deposit or disburse all money collected in a timely manner
The audit, which covered a two-year period from Jan. 1, 2018 to Dec. 31, 2019, said the clerk failed to deposit money in 367 collections amounting to $22,586 - or 46 percent of the funds - received in a timely manner, according to the review which was released Friday.
“While the Clerk generally recorded collections timely, she did not always deposit collections within the required time frames. Specifically, daily collections of cash and checks were not deposited at the same time. The Clerk deposited checks from her office using an electronic remote check deposit machine but held cash collections to deposit later,” the audit stated.
The clerk handled $53,207 in fees collected during the audit period. The fees collected by the town clerk include money for copies of birth and death certificates, marriage licenses and genealogy searches; issuing marriage, dog and hunting licenses; and remittances from a transfer station, the building department and the youth council.
The clerk also did not report in a timely manner to the supervisor in 21 of 24 months of reviews. And as of Dec. 31, 2019 the clerk's bank account had an unremitted cash balance of $3,161.
The audit also found that the Town Board did not annually audit or obtain an audit of the clerk’s records and reports as required.
Knox Supervisor Vasilios Lefkaditis said in a written response to the audit’s findings and six recommendations that the Town Board and town clerk have taken action to fulfill those suggestions.
