Sussex County Planning and Zoning Commission members heard plans at their Dec. 16 meeting for a subdivision along Hollyville Road not far from the Route 5 (Indian Mission Road) intersection.
Schell Brothers has filed an application for Turnberry, a cluster subdivision of 196 single-family home lots on a 135-acre parcel with a density of 1.44 units per acre.
The record contains a petition signed by 171 residents in opposition to the project. Most of the signers live in the adjacent Schell Brothers at Independence subdivision.
Following a public hearing, the commission voted to defer action on the application to a future meeting.
Among the petition's recommendations is a request to expand the proposed perimeter buffer in the area of Independence from 30 feet to 80 feet, with three rows of staggered shrubs, conifers and hardwood trees, and no tree clearing along the boundary with Independence.

Mackenzie Peet, an attorney representing the applicant, said one of the features of the proposed project is 88 acres set aside as open space, with 78 of those acres being contiguous. Lots would be a minimum of 40 feet from the boundary line of the property, she said.
The preliminary site plan includes a 30-foot landscaped buffer, including the use of existing woods, around the perimeter of the parcel; a 50-foot buffer along Unity Branch; a pool and bath house; sidewalks on one side of the streets; a school bus stop; and two pedestrian pathways connecting to a multimodal path along Hollyville Road.
During the state's Preliminary Land Use Service review of the subdivision, Delaware Department of Transportation officials outlined an extensive list of proposed road improvements that the developer would be required to fund. Those include road widening from the Route 5 intersection to Hurdle Ditch Road with a tie-in to the frontage of Autumndale, another proposed subdivision on Hollyville Road.
The widening would include 12-foot travel lanes and 8-foot shoulders for a total of 40 feet of roadway. The current road is 22 feet wide with no shoulders.
Other proposed road improvements include an entrance off Hollyville Road; intersection improvements at the Hollyville Road-Hurdle Ditch Road intersection, including turn lanes; a contribution to intersection improvements at the Route 5-Cool Spring Road intersection; and entering into a signal agreement for future traffic signals or improvements at the Route 5-Hollyville Road-Hollymount Road intersection and the Route 5-Harmons Hill Road-Zoar Road intersection.
Residents have concerns
Sal Guida, an Independence resident, said there are 24 lots in his community that would be adjacent to Turnberry. He said in that area, ongoing drainage issues have yet to be resolved. Guida said he has been dealing with standing-water issues for more than two years. “I can't grow grass and can't landscape,” he said. “I would ask for a correction to the drainage problems as a prerequisite to any building at Turnberry.”
Faith Lynch, who lives along Hollyville Road adjacent to the parcel, said she understands that growth will occur, but development in this area is beginning to get out of control. In the same rural area are Independence with 455 lots, and Liberty with 296 lots and entrances on Hollyville and Hollymount Roads, plus two proposed subdivisions totaling 300 lots.
She expressed concerns with traffic on Hollyville Road and in particular the 45-degree turn at the Hurdle Ditch Road intersection. “I can't understand how they can widen the curve with woods and a stream along it,” she said.
Lynch said the roads are not designed for the amount of construction traffic taking place, including 30 to 40 dump trucks a day on Hollyville Road. “The roads are breaking down now. Something needs to be done right now before more development,” she said.
