The head of the Honolulu Authority for Rapid Transportation told the Honolulu City Council Tuesday that they hope to secure bids for the relocation of utilities along Dillingham Boulevard through Ala Moana by early to mid-2022.
HART has broken up the complicated job into three parts — along Dillingham Boulevard, a stretch from Iwilei to Ward Avenue, and the final leg from Ward to Ala Moana.
The work is necessary for the rail transit line to continue into downtown Honolulu.
HART Executive Director Lori Kahikina said a request for bids for the Iwilei to Ward leg has been released, and they hope to award a contract by the end of the year. The Ward to Ala Moana leg is next, followed by the most complicated job.
"For Dillingham Boulevard, this is the most critical path for the project," Kahikina said. "We are in 90% design right now and our designer is slated to have 100% designs done by the first quarter of next year, and approvals received from the city and other third-party stakeholders and we would like to go out to bid by the second quarter of next year."
In 2018, HART awarded a $400 million contract to Nan Inc. to relocate utilities for the 4-mile stretch from Middle Street to Ala Moana.
Earlier this year, HART cancelled the contract after it failed to gain the approvals needed to continue the work.
Nan had completed about 8% of the job when the contract was cancelled.
