Improvements planned along FM 2920 corridor to reduce crashes - Houston Chronicle

FM 2920 has a higher crash rate than the statewide average, but the Texas Department of Transportation is working to start a construction project to make it a safer, smoother roadway.

The project encompasses FM 2920 from I-45 in Spring to North Willow Street in Tomball, a length of about 11.1 miles, with the actual construction length being about 7.4 miles, from Dowdell Road to I-45. Daisy Orona, who is working on the project on behalf of TXDOT as part of the Cox McLain Environmental Consulting Team, said the proposed improvements would be within the existing right of way, with no right of way displacements anticipated.

This project comes after a crash analysis of the roadway by TXDOT, Orona said during a virtual public meeting presentation posted April 27.

“The crash rate throughout the project limits is significantly higher than the statewide average and nine fatalities have occurred during the 5-year study timeframe,” Orona said. “TxDOT is also aware of recent crashes and fatalities along the project corridor.”

Most of these crashes in the corridor are near major intersections, she said, and two of the fatalities involved pedestrians at the Emerald Mist Parkway intersection.

“Driveway density along the corridor exceeds typical standards, and as the number of driveways along a corridor increases, so does the probability of a collision,” Orona said.

Part of the project is proposing a raised median to limit left-turn opportunities, which she said would reduce the risk of cars turning left in front of oncoming traffic.

As the FM 2920 project corridor exists now, it’s a four-lane undivided roadway with a center turn lane, with a median only existing near the eastern end at I-45. Proposed improvements include installing continuous raised medians from Highway 99 to I-45, as well as adding right-turn lanes at seven intersections, including at Dowdell Road, Stuebner-Airline Road and TC Jester Boulevard.

“Improved access management results in reduced traffic delay and congestion as well as improved access and circulation for local property owners and roadway users,” Orona said. “The proposed project is needed to address anticipated traffic volumes as well as existing safety issues on FM 2920.”

The total cost of the project, which would be funded with both federal and state funds, is estimated to be about $3.88 million, with the project planned to go out to bid in August. Construction is projected to start in February next year, Orona said, and be completed in about 16 months.
