Upper Burrell officials want to make sure PennDOT is aware of the extent of drainage issues with its drainage pipe from Route 780 and surrounding properties that discharge to Lower Drennan Road.
During their meeting Wednesday, supervisors temporarily shelved development plans for a Dollar General along Route 780 at Dewey Drive until the developer irons out the drainage problem and PennDOT fixes it.
The stormwater drainage for the store has become an issue because the store developers are proposing to use a PennDOT drainage pipe that is broken.
The township and PennDOT will meet next week to examine the rainwater collection pipe.
PennDOT is working to fix the drainage issues, according to spokesman Jay Ofsanik.
But the township wants to go over some of those issues with PennDOT on site next week, said Upper Burrell engineer David Kerchner of Bankson Engineers.
The drainage pipe has collapsed in the Lower Drennan Road area, which township officials want to point out to PennDOT, he said.
Kerchner recommended Wednesday that the supervisors table the development approval until the drainage issues are worked out. They agreed.
In another matter, Nancy Scuccimarri, a township resident who lives along Dewey Drive, asked supervisors if they could erect a sign of “local traffic only” on her road to prevent delivery truck traffic from the store.
Although the entrance and exit for the store are proposed for Route 780, trucks could still come into the neighborhood, she said.
“The road is narrow and there are problems when trucks come through the neighborhood now,” she said.
Dewey Drive residents submitted a petition earlier this year against the store development because, although it is along a major roadway, it will front a residential neighborhood.
Township Solicitor Steve Yakopec said he didn’t think the traffic signs could be erected but would look into it. Typically, such signage is used when there are weight issues on a roadway, he said.
Dollar General is still in a due diligence phase for the Upper Burrell site, said Angela Petkovic, a spokeswoman with Dollar General Corp. The company is in the process of securing permits, she said, and will make a decision on developing the store in the summer.
