Your editorial “Biden’s #MeToo Denial” (May 2) criticizes former Vice President Joe Biden for setting one standard in the Tara Reade case: “Look into it. . . . rigorously investigate claims,” and a different one in the Brett Kavanaugh case. In fact, he hasn’t followed either standard. When Mr. Biden was asked if he would open his papers at the University of Delaware, he told Mika Brzezinksi (MSNBC, May 1): “I don’t know of anybody who’s done anything like that.” President Reagan did it in the Carter debategate case.

In 1983, the Democrats learned that a Carter debate briefing book had come into Reagan’s possession before the 1980 presidential debate. The Democratic-controlled House Committee on Post Office and Civil Service asked President Reagan to open his campaign records, then stored in the Hoover Institution Archives at Stanford University. I was Hoover’s archivist at the time. In response, Reagan granted full access to the FBI whose agents searched the entire collection page by page (about 500 boxes). The House committee wanted its own search.

Understandably, Reagan didn’t want to grant the Democrats the same carte blanche access he had given the FBI. To resolve the problem, the House committee and the president’s lawyers agreed to a second, collaborative search by the Hoover archivist and officials of the Government Accountability Office. The committee got the results of both searches.

In addition, as the archivist responsible for the collection, I was deposed under oath to give assurance that the collection’s integrity had been continuously maintained while in Hoover’s custody. Both sides agreed that the interests of all were met. In its general principles, here is a way for Mr. Biden to meet his new standard.
