There is a named tropical cyclone in the Atlantic basin ahead of the official start of hurricane season for a sixth straight year, as reconnaissance aircraft reported Tropical Storm Arthur formed Saturday night off the east coast of Florida.
A tropical storm warning was issued Sunday morning for Duck, Southern Shores, Kitty Hawk, Kill Devil Hills, Nags Head, Manteo, Wanchese, Hatteras Island, mainland Dare, mainland Hyde, Ocracoke Island, as well as Beaufort, coastal Onslow, Carteret, Pamlico, southern Craven, Tyrrell and Washington counties, where forecasters say tropical storm conditions are possible within the next 48 hours.
Arthur will pass over or just offshore of coastal eastern North Carolina Monday morning through afternoon, with some uncertainty remaining in the track forecast.
Stronger and more frequent rip currents caused by swell from Tropical Storm Arthur begin today. No one should enter the ocean.
Tropical storm force winds are expected along the coast. These winds could lead to some downed trees and widely scattered power outages. Dependent on the track, a few tornadoes are possible as well, which could lead to locally enhanced damage.
Minor inundation from storm surge is possible for very low-lying areas adjacent to the ocean, sounds, and rivers, with overwash of dunes and flooding of properties and roadways possible for locations where dune structures are weak mainly north of Cape Lookout.
Dangerous marine conditions are also expected, with seas building to 8 to 10 feet creating treacherous conditions for mariners.
Periods of moderate to heavy rainfall are possible mainly along the coast, with the potential for localized minor flooding of low lying areas.
At 8 a.m. Sunday, the center of Arthur was located about 355 miles south-southwest of Cape Hatteras, moving north-northeast at 9 mph.
A turn toward the northeast with an increase in forward speed is expected during the next 24 to 48 hours.
Maximum sustained winds were near 40 mph, with higher gusts. Some strengthening is forecast during the next 48 hours. Arthur is likely to lose its tropical characteristics on Tuesday.
Tropical-storm-force winds extend outward up to 80 miles from the center.
Arthur became a tropical storm 15 days ahead of the start of the hurricane season. Forecasters at N.C. State University are calling for an active 2020 hurricane season in the Atlantic.

Statement from Dare County Emergency Management, Sunday 7:42 a.m.:
Residents and visitors are asked to make preparations as soon as possible.
- In preparation for the storm, all outdoor furnishings, trash cans and any loose items should be properly secured.
- Be ready to protect all property, including motor vehicles from possible storm surge of 1-2 feet of water above ground in low lying areas.
- As winds and rain increase, be ready to minimize travel. If you must go out do not drive on flooded roads.
- If you lose power or other utilities, do not call 911. Use customer service numbers to report power outages. Dominion Power: 1-866-366-4357, Tideland: 1-800-882-1001. Cape Hatteras: 1-866-511-9862.
- Provide shelter for pets.
- Keep cell phones charged.
- Ensure that flashlights and a battery-powered radio are in good working order. Have plenty of batteries. Use of candles and other open-flame light sources is not recommended
