AUSTIN — The Texas Senate Committee on State Affairs on Monday will take up a bill to restrict competition by transgender athletes in collegiate sports, the first debate this year involving legislation that affects the LGBTQ community.
Senate Bill 15 by Mayes Middleton, R-Galveston, would require transgender collegiate athletes to compete according to their sex at birth. The hearing will be live streamed online.
The bill is one of Lt. Gov Dan Patrick’s priorities this session, and already has 17 of 31 senators signed on as coauthors. Gov. Greg Abbott also backs the legislation, one of the few bills involving LGBTQ rights that he has publicly thrown his support behind.
If the bill passes committee, which has a Republican majority, it’s next stop will be debate by the full Senate. Both chambers must approve and the governor must sign any bill for it to become law.
Texas lawmakers passed similar legislation restricting transgender athletic competition in high school sports last session. Several other states are also debating transgender high school or collegiate athlete restrictions this year, and a bill is also making its way through Congress.
There are about 92,900 adult transgender Texans, according to one recent study. According to a January 2022 report by Outsports, 34 openly transgender athletes have competed in collegiate sports nationwide. Arguably the most famous is Lia Thomas, a transgender woman and University of Pennsylvania swimmer who grew up in Austin.
